Auto Logon Win2K through VC++

I am using Win2K Professional Edition and having problems when trying to auto reboot and log on repetitively using code. I am trying to log on a user that belongs to the Restricted Users group.

I am restarting the PC by adjusting the user privileges to include SE_SHUTDOWN_NAME
and then calling ExitWindowsEx with EWX_REBOOT|EWX_FORCE flags. I have also tried
this using the InitiateSystemShutdown method.

I have tried the following....
1) Logged on as an administrator
2) Cleared "Users must enter a user name and password to use this computer" in Users and Passwords and entered my restricted user details.
3) Cleared "Require users to press Ctrl+Alt+Delete before logging on" in the advanced tab of Users and Passwords.
4) Changed the following in the registry key 'HKEY_LOCAL_MACHINE\SOFTWARE\WindowsNT\CurrentVersion\Winlogon'
AutoAdminLogon = 1
DontDisplayLastUserName = 0
DefaultPassword = "restricted user's password"
DefaultUserName = "restricted user's username"
DefaultDomainName = "current PC that is in a workgroup"
ForceAutoLogon = 1
5) Restart the machine manually - AutoLogs in successfully
6) Restart the machine using VC++ - Fails, appears at the logon screen.

This worked fine on NT4 SP 5 - what's happened???

I have also tried using Tweak UI to configure the above settings but received the same failure.

Any help would be much much appreciated.
