Tracking referals

I am running a fundraising site in which boy scouts sell natural food stuffs. They are assigned an ID which the customer has to use to place an order online. We would like the scout to be able to send out an HTML email from the site after registering with a link to the catalog that contains his ID number so when they place an order the scout that referred them gets the credit. Sort of like the way an affiliate program works. If anybody has seen anything like this I would appreciate letting me know about it. Or any other ideas would be greatly appreciated also. Thanks in advance.

I think I understand what you are trying to do, but there are many questions:

The scount is sending the email, and the cust is entering the code at the web site?

Is there are database on the web site?

Can all the customers correctly receive HTML email?

It would help if I could see what you have so far.
